Fostering Futures: A Recap of India's Skill Development Triumphs in 2023

In its recently released Year-End Review for 2023, the Ministry of Skill Development and Entrepreneurship unveiled a robust set of achievements and initiatives aimed at fostering skill development across the nation. The comprehensive report showcases a notable 47.77% surge in the number of establishments, coupled with strategic collaborations, the introduction of new courses, and a commitment to empowering various segments of society.

Establishment Growth and Capacity Expansion:

The government reported a significant uptick in the number of skill development institutes, with 4,621 new establishments added since 2014. This growth, reaching a total of 14,953 establishments by 2022, represents a commendable 47.77% increase. Moreover, the government claims a 25% rise in total seating capacity, offering over 25 lakh seats for the 2021-2023 sessions.

Course Expansion and Trainer Development:

The ministry introduced 223 new courses, including 150 Craftsmen Training Scheme (CTS), 55 Craftsmen Instructor Training Scheme (CITS), 14 Skill Training Trainer (STT), and 4 Advanced Diploma courses. The creation of 17,175 trainer seats, marking a growth of 49.8%, demonstrates a parallel commitment to enhancing the quality of skill development programs.

Flexibility and Collaborations:

Flexibility is a key focus, with the ministry signing 13 Memoranda of Understanding (MoUs) under the Flexi MoU Scheme. Noteworthy collaborations include initiatives to strengthen linkages between school education and vocational education, such as the MoU between the National Institute of Open Schooling (NIOS) and the Directorate General of Training (DGT).

Vocational Training and Certification:

In the area of vocational training, 152 National Skills Qualification Framework (NSQF)-compliant trades under the Craftsmen Training Scheme aim to supply a skilled workforce to industries. Additionally, 21 National Skill Training Institutes (NSTIs) have been designated as NIESBUD centres for entrepreneurship courses, and 33 NSTIs serve as NIOS and IGNOU centres for certifications in higher education and degree courses.

New Age Courses and Women's Participation:

The ministry emphasizes its commitment to New Age Courses, with a special focus on enhancing women's participation. Fee relaxation for tuition and exams for women candidates under CITS/CTS for the session 2023-24 is a notable initiative in this regard.

Flagship Initiatives and Digital Integration:

Under the Skill India Mission, the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) has trained close to 1.40 crore candidates. The recent launch of PMKVY 4.0 aims to upskill youths in Industry 4.0, AI, robotics, mechatronics, IoT, and drones. The PM Vishwakarma Yojana supports artisans, recognizing 18 trades and offering benefits like recognition, toolkit incentives, and credit support.

Skill India Digital, a new digital platform, integrates various initiatives and provides a centralized enrollment platform for skills and jobs. It introduces a Digital Skill Card, convergence of government schemes, and a marketplace for skills services.

Future Skills Qualifications and Sector-Specific Training:

The ministry has approved 146 future skills qualifications, focusing on Industry 4.0 areas such as Precision Agriculture, Predictive Maintenance, Simulation Technologies, Data Analysis, and Telemedicine. The National Skill Development Corporation (NSDC) has initiated fee-based training across 40 sectors, establishing 32,700+ centers since 2014.

Entrepreneurship and Sustainable Development:

Entrepreneurship initiatives include the establishment of NIESBUD extension centers, partnerships with Meta for digital marketing skills, and the introduction of the online e-mentoring platform "UdyamDisha." The Apprenticeship Training program, with around 7.09 lakh apprentices engaged, is seen as a sustainable format for skill development.

SANKALP Programme and District Skill Committees:

The SANKALP programme, launched in January 2018, focuses on institutional strengthening, improved program quality, and enhanced access to skill training for females and disadvantaged groups. Notably, 748 District Skill Committees have been instituted, contributing to the decentralization of skill development planning.

Diverse Sectoral Projects:

Several other projects, such as the Mahatma Gandhi National Fellowship, AVSAR, and Skill Certification for Retiring Soldiers, aim to facilitate skill development in diverse sectors. Additionally, the India Institute of Skills in Kanpur has formed key partnerships to empower local youth for the aerospace and defense sector.
