Government Maintains Focus on Existing Sectors in Production-Linked Incentive (PLI) Scheme
In a recent press conference, Rajesh Kumar Singh, the Secretary of the Department for Promotion of Industry and Internal Trade (DPIIT), emphasized the need to efficiently run existing schemes. Singh noted the success in several sectors, acknowledging that some are in a gestation period while others are experiencing a slower uptake.
The PLI scheme, launched in 2020 across 14 key sectors with a significant financial outlay, aims to enhance manufacturing capabilities, attract investments, and make Indian industries globally competitive. PLI initiatives play a crucial role in fostering economies of scale and size, ensuring efficiency, and encouraging cutting-edge technology adoption in the manufacturing sector.
Singh emphasized the effectiveness of the program, noting that as of June 2023, 733 applications had been approved, spanning a variety of industries like telecoms, textiles, autos, and pharmaceuticals. Along with mentioning continuous tariff adjustments as a tool for policy, Singh emphasized a steady shift towards reduced tariffs in line with future Free Trade Agreements (FTAs) in order to defend domestic sectors against dumping.
Singh also provided details on the government's changing tariff policy. He made it clear that tariffs are not meant to be a source of income, but rather to protect indigenous industry. According to recent reports, India intends to lower tariffs under free trade agreements (FTAs) with industrialized economies, especially those on high-tariff goods like machinery and automobiles. The change in the government's approach to tariffs is a sign of a more general policy adjustment meant to maintain competitiveness and strategic positioning in the context of international commerce. Arun Jaitley National Institute of Financial Management (AJNIFM) has been chosen to perform a third-party review of the PLI scheme in the white goods category by the DPIIT. The assessment pertains to air conditioners and LED lights.
