Cabinet approves pact between India, Japan on semiconductor supply chain
In a significant stride towards technological advancement, the Union Cabinet, under the leadership of Prime Minister Shri Narendra Modi, has recently been apprised of a momentous Memorandum of Cooperation (MoC) signed in July 2023. This historic agreement was forged between the Ministry of Electronics and Information Technology of the Republic of India and the Ministry of Economy, Trade and Industry of Japan, marking a pivotal milestone in the bilateral relations of the two nations.
The primary objective of this MoC is to fortify cooperation between India and Japan in order to bolster the semiconductor supply chain, underscoring the critical role that semiconductors play in propelling industries and digital technologies forward.
The MoC, effective from the date of its formal endorsement, is set to remain in force for a commendable five-year tenure. During this period, both governments are poised to engage in an array of Government-to-Government (G2G) and Business-to-Business (B2B) collaborations, capitalizing on each other's strengths to propel the semiconductor supply chain to new heights of resilience.
One of the standout features of this MoC is its potential to yield substantial employment opportunities within the IT sector. As the collaboration unfolds, it is anticipated that a surge in demand for skilled professionals in this domain will arise, further fueling the growth of the IT industry in both nations.
In the backdrop of these developments, the Ministry of Electronics and Information Technology (MeitY) of India has been at the forefront of creating a conducive environment for electronics manufacturing. The initiation of the Programme for Development of Semiconductor and Display Manufacturing Ecosystem in India is a testament to India's dedication to fostering a robust and sustainable semiconductor ecosystem. This program extends fiscal support for the establishment of critical facilities such as Semiconductor Fabs, Display Fabs, and more.
Additionally, the establishment of the India Semiconductor Mission (ISM) under the Digital India Corporation has solidified India's commitment to advancing semiconductor and display manufacturing within the country.
In line with its mandate to promote international cooperation in emerging areas of Information Technology, MeitY has entered into various agreements with counterpart organizations from across the globe. This MoC with Japan stands as another testament to India's commitment to fostering international collaboration and ensuring supply chain resilience.
This collaboration holds particular significance, as Japan becomes the second partner, following the United States, within the Quad alliance, to join hands with India in the joint development of the semiconductor ecosystem. With Japan boasting a formidable semiconductor ecosystem, comprising approximately 100 manufacturing plants, this partnership holds immense promise for both nations.
The India-Japan Digital Partnership, initiated in 2018, has paved the way for this groundbreaking MoC. Building upon the existing areas of cooperation, this partnership is set to broaden and deepen the collaboration in the electronics ecosystem, especially in the realm of semiconductors.
Recognizing the indispensable role of semiconductors in the progression of industries and digital technologies, this MoC is poised to fortify the resilience of the semiconductor supply chain, ensuring a brighter and more interconnected future for both India and Japan.
