The Finance Ministry has asked the Ministry of Electronics & IT (MeitY) to provide a detailed economic impact assessment of the country’s semiconductor mission, seeking hard data on job creation, supply-chain benefits, and benchmarks against leaders like Taiwan, South Korea, and the United States. This marks a shift from broad vision statements to accountability-driven execution, ensuring that the ₹76,000 crore incentive scheme delivers measurable returns.
Until now, the semiconductor plan has been driven by ambition and high-level announcements. Proposals for chip fabrication plants, often costing between $5 and $10 billion each, generated headlines, but several earlier projects were delayed or withdrawn due to financial and operational hurdles. The focus was more on intent than on concrete, viable outcomes.
With the new scrutiny, the situation has changed. The government is signaling that only serious and sustainable projects will move forward. By insisting on detailed economic impact studies and tangible outcomes, it wants to avoid costly missteps while ensuring that investments create jobs, develop supply chains, and position India competitively in the global semiconductor race.
For MSMEs, this is not a setback but a chance to prepare strategically. While direct chip fabrication is beyond the reach of smaller firms due to capital intensity, the surrounding ecosystem offers real opportunities. MSMEs can play a role in specialty chemicals, industrial gases, precision tools, logistics, packaging, and testing facilities. Startups in chip design, embedded systems, and AI chips can leverage India’s existing strengths in software to partner with larger players. Additionally, MSMEs in vocational training and skilling can align their programs to meet semiconductor industry requirements, tapping into the demand for thousands of skilled workers.

- Seek Export Opportunities: Explore global demand in testing and packaging services once domestic capacity is built.
