The Gujarat Government Announces Purchase Policy to Benefit Women and SC/ST Entrepreneurs
The Gujarat Government's new purchase policy introduced in March 2024 aims to provide special incentives for women entrepreneurs, MSMEs, startups, and entities operated by Scheduled Castes and Tribes. This policy, set to be enforced from April 1, focuses on boosting the participation of women entrepreneurs in government procurement processes, aligning with the government's vision of supporting local businesses and promoting economic growth.
Under this policy, women entrepreneurs will benefit from various incentives and exemptions to encourage their participation in selling products to the state. The key highlights of the new procurement policy include:
- Incentives for MSMEs and Women Entrepreneurs: The policy offers special incentives for MSMEs and women-powered industries in government procurement, in line with the "Vocal for Local" initiative.
- Exemptions for Startups: Startups have been exempted from criteria like minimum prior experience and turnover, providing them with opportunities to engage in government procurement without these traditional barriers.
- Encouragement of Local Suppliers: The policy promotes procurement from micro, cottage, and small enterprises, especially those owned by Scheduled Castes, Scheduled Tribes, and women entrepreneurs. It also supports Gujarat-based MSEs over other suppliers and encourages startups within the state.
- Financial Support: The policy exempts eligible suppliers from tender fees and earnest money deposits, easing financial burdens and facilitating their participation in procurement processes.
- Procurement Guidelines: The policy mandates the use of BIS product specifications for procured items and promotes the use of the Government-e-Marketplace (GeM) portal for all goods and services procurement. Global tender inquiries will be floated for procurement costing ₹200 crore or more.
This new procurement policy reflects the government's commitment to fostering a conducive environment for women entrepreneurs, MSMEs, startups, and marginalized communities to thrive in the state's economic landscape.
